St. Andrews Marina Water and Ice Dispenser

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”) is requesting proposals from responsible, qualified, and responsive firms to install and maintain a commercial purified water and packaged ice dispenser at the St. Andrews Marina in Panama City, FL 32401. Proposals will be accepted until 2:00 p.m., CT, on Wednesday, April 26, 2023, at which time they will be opened and recorded aloud in City Hall, Lower Level, Room 10. Specifications may be obtained at the Purchasing Division, 501 Harrison Avenue, Room 238 Panama City, Florida, or the City’s website at https://www.panamacity.gov/bids.aspx?bidID=403 or the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities.

Sealed proposals may be submitted in person at the Purchasing Division, or via U.S. mail, or delivered via courier service, or digitally submitted via the Bonfire Portal. Delivered or mailed proposals must be in a sealed package and must be plainly marked, “RFP PC23-030 ~ ST. ANDREWS MARINA WATER AND ICE DISPENSER ~ April 26, 2023 – Bid Enclosed” along with the firm’s name and address. Delivered or mailed sealed and marked bid packages must be delivered to or addressed to the City of Panama City, Purchasing Division, Room 238, 501 Harrison Avenue, Panama City, Florida 32401. Please review all documents pertaining to this request before submitting requested information.

The City’s preference is that bids are submitted digitally through the City’s Bonfire Portal https://panamacity.bonfirehub.com/portal/?tab=openOpportunities but will continue to accept paper bids.

The City reserves the right to reject any one or all proposals, or any part of any proposal, to waive any informality in any proposal, and to award a contract deemed to be in the best interest of the City. The City reserves the right to accept any proposal deemed to be in the best interest of the City, to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any proposals, or to reject any or all proposals and to re-advertise for new proposals, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this RFP. The responsibility for submitting a proposal before the stated time and date is solely and strictly that of the Proposer. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Proposals, no matter the cause.
