FOR AMENDMENTS TO CHARTER OF
THE CITY OF PANAMA CITY BEACH, FLORIDA
YOU ARE HEREBY NOTIFIED that on TUESDAY, APRIL 18, 2023, the City of Panama City Beach, Florida shall hold a Referendum on the following questions of whether the Charter of the City shall be amended:
TITLE: EXEMPTING COMPUTER RELATED GOODS AND SERVICES FROM COMPETITIVE PROCUREMENT REQUIREMENTS.
QUESTION: May the City procure without competitive bid the following goods and services: 1) computer software, licenses, accessories and supplies; 2) IT maintenance and services; and 3) goods or services necessary to prevent or address a cyber-attack or damage or loss of public records? As the City’s vendors and services increasingly move online, this would enable the City to efficiently supplement, update and protect currently owned software, licenses and related computer accessories and supplies.

TITLE: EXEMPTING THE PURCHASE OF INSURANCE COVERAGES FROM COMPETITIVE PROCUREMENT REQUIREMENTS.
QUESTION: May the City procure insurance coverage without competitive bid? This is an essential and annual expense, for which the City has determined the best coverages at the best value cannot be fully realized through competitive bid. The City would still be required to competitively procure a broker who would then negotiate with insurance companies to acquire the coverage desired.

THE FOREGOING CHARTER AMENDMENTS AND BALLOT QUESTIONS were proposed by the City Council by Ordinance 1612 and Resolution 23-105, respectively.
Copies of the ordinance and resolution are available for inspection in the office of the City Clerk, City Hall, 17007 Panama City Beach Parkway, Panama City Beach, Florida, during regular business hours.
Registered electors of the City of Panama City Beach, Florida, shall be entitled to vote for or against the questions at Frank Brown Park in the Philip W. Griffitts Community Center, 16200 Panama City Beach Parkway, and the Lyndell Conference Center, 423 Lyndell Lane, Panama City Beach, from 7:00 A.M. until 7:00 P.M. on TUESDAY, APRIL 18, 2023. Early Voting is available at the Lyndell Conference Center beginning April 10 through April 14, 2023, 8:00 A.M. until 5:00 P.M.
