Public Hearing

The Bay County Board of County Commissioners will hold a Public Hearing in accordance with Section 206 of the Land Development Regulations in order to consider the following described ordinances to amend the Bay County Future Land Use Map, the Bay County Comprehensive Plan, the Bay County Land Development Regulations, and the Bay County Zoning Map.  The hearing will be held on April 18, 2023 at 9:00 AM at the Bay County Government Center, 840 West 11th Street, Panama City.  All interested persons are invited to attend and to present verbal or written statements. To ensure written comments are provided to the Commissioners in a timely manner, comments are encouraged to be received in our office by 4:00 PM, April 14, 2023. Any and all comments received before the hearing will be forwarded to the Commissioners.

The ordinances may be inspected by the public during normal working hours (M-F, 8:00-5:00) at the Bay County Community Development Department, Planning and Zoning Division (850-248-8250), 840 West 11th Street, Room 2350, Panama City, FL 32401.  Written statements may also be mailed to this address in advance of the meeting in order to be considered at the meeting.  Written statements can also be e-mailed to planning@baycountyfl.gov.

Any person wishing to appeal any decision made by the Bay County Board of County Commissioners concerning these ordinances will need a record of the proceedings resulting from this public hearing for that purpose, such person may need to ensure that a verbatim record of the proceeding is made, which record includes the testimony and evidence upon which the appeal is to be based.  Additionally, any person wishing to seek review of any decision made regarding this amendment will need to acquire standing.  In order to have standing to request a formal administrative hearing challenging a plan amendment, persons must have submitted oral or written comments, recommendations, or objections to Bay County during public hearing. 

Bay County adheres to the Americans with Disabilities Act and will make reasonable modifications for access to this meeting upon request.  Please call the Planning Division to make a request of this nature.  Requests must be received at least 48 hours in advance of the meeting in order to allow time to provide the requested service.

Item #1: The Commission to conduct a quasi-judicial public hearing (PZ23-058) to consider a request to change the zoning designation of approximately 0.24 acres from “C-2, Plaza Commercial” to “C-3A, General Commercial Low”. Property is located at 1844 N. East Ave, in the unincorporated Panama City area.

Item #2: The Commission to conduct a quasi-judicial public hearing (PZ23-033) to consider a Detailed Specific Area Plan (DSAP) that proposes a mix of commercial, light industrial, and residential uses on approximately 2,017 acres.  The application also includes a request to change the zoning designation (PZ23-085) from “VC, Village Center”, “LIR, Low Impact Residential”, and “WBP, West Bay Preservation” to “TC, Town Center”, “LIR, Low Impact Residential”, and “WBP, West Bay Preservation”.  Property is generally located on Highway 79, just north of Philip Griffitts Sr. Parkway, in the unincorporated Panama City Beach area.

Item #3: The Commission to conduct a legislative public hearing (PZ23-012) to consider a request to transmit an application to amend the Bay Point Development of Regional Impact (DRI) to change the land use designation of approximately 136 acres from “Recreation” to “General Commercial”, “Seasonal Resort”, and “Residential” to the Florida Department of Economic Opportunity for review.  Property is located at 4701 Bay Point Road, in the unincorporated Panama City Beach area.
