EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED ACTIVITY IN 100-YEAR AND 500-YEAR FLOODPLAINSAND WETLANDS

This is to give notice that the City of Panama City has determined that the following proposed action is
implemented under the Community Development Block Grant under Title I of the Housing and Community
Development Act of 1974 (PL 93-383) and DEO Agreement No. M0176 is located in the 100-year and 500-year
floodplains and wetlands, and the City of Panama City will be identifying and evaluating practicable
alternatives to locating the action in the floodplains and wetlands and the potential impacts on the floodplains
and wetlands from the proposed action, as required by Executive Order 11988 and 11990, in accordance with
HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management
and Protection of Wetlands. The proposed project is located at various lift stations throughout the limits of
the City of Panama City, Bay County, Florida (see attached list). The project would provide repairs and
improvements to existing lift stations that were damaged during Hurricane Michael. Improvements include
installation of warning systems as well as bypass pumps. The project area is approximately 23,282 acres, and
there are approximately 1.44 acres of Zone AE (Elevations 7, 8, 9, 10, 15, 17, 19, 20, 23, 31, 33, and 35 feet),
0.3 acres of Zone A, and 0.06 acres of Zone VE floodplains within the project area. There are approximately
0.45 acres of wetlands within the project area.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains
and wetlands and those who have an interest in the protection of the natural environment should be given
an opportunity to express their concerns and provide information about these areas. Commenters are
encouraged to offer alternative sites outside of the floodplains and wetlands, alternative methods to serve
the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice
program can be an important public educational tool. The dissemination of information and request for public
comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and
impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness,
when the Federal government determines it will participate in actions taking place in floodplains and
wetlands, it must inform those who may be put at greater or continued risk.
