City of Panama City – City Commission Public Hearing Notice

Notice of Public Hearing

NOTICE IS HEREBY GIVEN that the City of Panama City, Florida, proposes to adopt the following ordinances. The City Commission will consider the ordinances at 8:00 A.M. on May 9, 2023, at Bay County Government Center Commission Chambers, 840 W 11th St, Panama City. Interested parties may appear at the meeting and be heard with respect to the proposed ordinances.

The public is invited to inspect and obtain a copy of the proposed ordinances and the complete legal description by metes and bounds at the Development Services Department, 501 Harrison Avenue, Room 217, Panama City, Florida, between the hours of 8:00 am to 5:00 pm, Monday through Friday.

A person who decides to appeal any decision made by any board, agency, or council with respect to any matter considered at such meeting or hearing will need a record of the proceedings.  For such purposes, any such person may need to ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which the appeal is based.

The following ordinance(s) will be presented for a first reading:

ORDINANCE NO. 3150

AN ORDINANCE VACATING AND ABANDONING A PORTION OF PLATTED STREET RIGHT-OF-WAY LOCATED NORTHEAST OF THE HARMON AVENUE AND E 11TH STREET INTERSECTION AND NORTHWEST OF THE CONE AVENUE AND E 11TH STREET INTERSECTION PANAMA CITY, FLORIDA, AS MORE PARTICULARLY HEREINAFTER DESCRIBED; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR THE SEVERABILITY OF ANY PART OF THIS ORDINANCE DECLARED INVALID; AND PROVIDING FOR AN EFFECTIVE DATE.

Location Map: The subject property, depicted by black hatching and a black outline, is the eastern portion of an alleyway located northwest of the E 11th Street and Cone Avenue intersection and northeast of the Harmon Avenue and E 11th Street intersection. All parcels are beige with black outlines

ORDINANCE NO. 3152

AN ORDINANCE ZONING A PARCEL OF PROPERTY LOCATED AT 709 E 10TH STREET, PANAMA CITY, FLORIDA, HAVING APPROXIMATELY 0.202 ACRES, MIXED USE-3, MU-3, PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE.

Zoning Map: The subject parcel, depicted by black hatching  and a black outline,  located at 709 E 10th Street, in southern Panama City, east of Martin Luther King Jr. Boulevard and immediately north of E 10th Street is zoned Mixed Use-2, MU-2 and depicted by the color orange on the zoning map. Properties located to north are zoned MU-2 and General Commercial-2, GC-2 depicted by the color red.  Parcel to the east are zoned MU-2 and parcels zoned Residential-1, R-1 depicted by light yellow are located across MacArthur Avenue to the east. Parcels zoned MU-2 and GC-2 are located to the south across E10th Street. One parcel located to the south across E 10th Street is zoned Mixed Use-3, MU-3, depicted by the color brown.

ORDINANCE NO. 3151.1

AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN FUTURE LAND USE MAP OF THE CITY TO REFLECT A LAND USE DESIGNATION OF GENERAL COMMERCIAL FOR A PARCEL OF PROPERTY LOCATED AT W 1900 NORTHSIDE DRIVE, PANAMA CITY, FLORIDA, PROVIDING FOR A REPEALER, PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE.

ORDINANCE NO. 3151.2

AN ORDINANCE ZONING A PARCEL OF PROPERTY LOCATED AT W 1900 NORTHSIDE DRIVE, PANAMA CITY, FLORIDA, HAVING APPROXIMATELY 9 ACRES, GENERAL COMMERCIAL-2 GC-2 PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE.

Zoning Map: The subject parcel, depicted by black hatching and a black outline, is located at 1900 Northside Drive, northwest of the W 19th Street and Northside Drive intersection within the western portion of Panama City. The subject parcel is zoned Mixed Use-3 and depicted by the color brown on the zoning map. The property located to the north is zoned Public Institutional (P/I) and depicted by the color blue. Further north across W 23rd Street is General Commercial-2, GC-2, depicted by the color red and northeast are parcels zoned Residential-1, R-1, depicted by light yellow. To the east across Northside Drive are parcels zoned MU-3. To the southeast across W 19th Street are parcels zoned MU-3 and Urban Residential-2 (UR-2) depicted by the color dark green. Parcels to the south are zoned Mixed Use-2, MU-2, depicted by the color orange and Urban residential-1, UR-1, depicted by the color green. Parcels to the south are zoned Light Industrial, LI, depicted by the color grey. Parcels to the west are GC-2, MU-2 and R-1.

ORDINANCE NO. 3147

AN ORDINANCE AMENDING THE UNIFIED LAND DEVELOPMENT CODE OF THE CITY OF PANAMA CITY; AMENDING SECTION 105-14, SIDEWALK CAFÉ-FLEXIBLE STREET CAFÉ PROGRAM, RELATING TO OUTDOOR DINING; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION AND PROVIDING FOR AN EFFECTIVE DATE.
