NOTICE TO RECEIVE SEALED BIDS
PCB 23-20 ITB – ALF COLEMAN ROAD PROJECT
The Contractor shall provide all materials, equipment and labor to complete the project.
Bid Documents may be downloaded online at www.demandstar.com or the City’s website at https://www.pcbfl.gov/about-us/rfp-posts-list or by contacting City of Panama City Beach Purchasing Manager, Carrie Jagers, at purchasing @pcbfl.gov starting on February 6, 2023.
The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.
Bids will be received until 2:00 PM Central Time, Thursday, March 9, 2023 at City of Panama City Beach City Hall, 17007 Panama City Beach Parkway, Panama City Beach, Florida and will be opened and read publicly immediately thereafter. All Bids shall be submitted in an envelope clearly marked “SEALED BID – PANAMA CITY BEACH – PCB 23-20 ITB – ALF COLEMAN ROAD PROJECT”.
A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City of Panama City Beach (“City”) reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 30 days after opening.
All Bidders shall be Florida Department of Transportation prequalified in flexible pavement, drainage and sidewalk construction and must include with their bid proposal proof of pre-qualification together with a copy of their Certification of Current Capacity (Form 525-010-46) and Status of Contracts on Hand (Form 375-020-21).
The City shall award the Contract to the lowest responsive and responsible bidder.
A mandatory Pre-Bid Conference will be held at 2:00 PM Central Time, February 21, 2023 in the Panama City Beach Council Chambers, 17007 Panama City Beach Parkway, Panama City Beach, Florida 32413.
While in-person attendance is encouraged, virtual meeting access will be provided upon request. Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.
The City is not responsible for any technical difficulties that may result from virtual attendance and the City will not postpone or delay the pre-bid conference due to technical difficulties associated with virtual attendance. Virtual attendees are solely responsible for virtual attendance and must attend the entire pre-bid conference.
