On or about June 6, 2023, Panama City will submit a request to the Department of Economic
Opportunity for the release of Community Development Block Grant – Disaster Recovery
(CDBG-DR) funds under Title 1 of the Housing and Urban Development Act of 1974, as amended,
to undertake a project known as Millville Business Facade and Building Improvement Hometown
Revitalization Program for the purpose of providing assistance to local businesses serving
primarily low- and moderate-income communities for repairs and improvements to the façades of
existing businesses. These facilities are in place and will not be changed in size or capacity by
more than 20 percent, and there would be no change in land use. The project is located on 3rd
Street and surrounding streets in Millville from Maple Avenue to Main Avenue. The estimated
funding for this project is $1,173,695.80 through the Florida Department of Economic
Opportunity.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from
National Environmental Policy Act (NEPA) requirements. An Environmental Review Record
(ERR) that documents the environmental determinations for this project is on file at Panama City’s
Project Management Office and may be examined or copied weekdays 9 A.M to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Panama City’s
Project Management Office. All comments received by June 5, 2023, will be considered by the
Panama City prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
Panama City certifies to HUD/Florida Department of Economic Opportunity that Greg Brudnicki
in his capacity as Mayor of Panama City consents to accept the jurisdiction of the Federal Courts
if an action is brought to enforce responsibilities in relation to the environmental review process
and that these responsibilities have been satisfied. HUD/Florida Department of Economic
Opportunity’s approval of the certification satisfies its responsibilities under NEPA and related
laws and authorities and allows the Millville Business Facade and Building Improvement
Hometown Revitalization Program to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD/Florida Department of Economic Opportunity will accept objections to its release of fund
and the Panama City’s certification for a period of fifteen days following the anticipated
submission date or its actual receipt of the request (whichever is later) only if they are on one of
the following bases: (a) the certification was not executed by the Certifying Officer of Panama
City; (b) Panama City has omitted a step or failed to make a decision or finding required by HUD
regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development
process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR
Part 58 before approval of a release of funds by HUD/Florida Department of Economic
Opportunity; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a
written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR
Part 58, Sec. 58.76) and shall be addressed to 107 East Madison Street Caldwell Building
Tallahassee, Florida, 32399. Potential objectors should contact HUD/Florida Department of
Economic Opportunity to verify the actual last day of the objection period.
