INVITATION TO BID – PANAMA CITY FLEET VEHICLE PREVENTATIVE MAINTENANCE AND INSPECTIONS

PC23-033 The City of Panama City solicits bids for the Fleet Vehicle Preventative Maintenance Services and Inspections for approximately three hundred fifty (350) City fleet vehicles until 2:00 p.m. CT on May 17, 2023, at which time the bids received will be opened and read aloud in City Hall, 501 Harrison Avenue, Lower Level, Room 10, Panama City, Florida 32401.

All specifications and bid forms, may be obtained by bona fide bidders upon application at City’s Purchasing Division office located at City Hall, 501 Harrison Avenue, Panama City, Florida 32401, or from the City’s website at https://www.panamacity.gov/bids.aspx?bidID=408 or the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities.

Bids may be delivered or sent by US mail, common carrier (e.g., UPS, FedEx), or courier to the City’s Purchasing Division office. Delivered bids must be in a sealed envelope and clearly marked “PC23-033 ~ Panama City Fleet Vehicle Preventative Maintenance and Inspections ~ May 17, 2023 – Bid Enclosed” and must be received by the City’s Purchasing Division office no later than 2:00 p.m. CT on May 17, 2023. Delivered sealed bids must contain one original signed copy and one digital copy (preferably on a USB drive) in .pdf file format.

The City’s preference is that all bids are submitted digitally through the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities but will continue to accept paper submissions.

Bids received after 2:00 p.m. CT on May 17, 2023, will not be accepted and will be returned to the Bidder unopened. No bid may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of bids.

The City of Panama City shall accept the bid of the responsible bidder that best meets the needs of the City, taking into consideration, among other things, the financial responsibility of the bidder, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the bidder that the City, in its sole discretion, determines will enable the bidder to perform effectively and efficiently.

The City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. The City reserves the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
